From Sweepstake Bans to Prediction Markets: A Pivotal Week for U.S. Gaming

This week could be a big one for the future of U.S. online sports betting and iGaming legislation, with meaningful action happening in both statehouses and federal courtrooms.

In Indiana, HB 1052 heads to a Feb. 23 conference committee as lawmakers try to reconcile differences before adjournment. If the sweepstakes casino prohibition language survives, Indiana could become the first state in 2026 to pass a formal sweepstakes casino ban, a move that would send a clear signal to the broader dual-currency and social gaming market.

Tennessee will take up SB 2136 on Feb. 24, targeting dual-currency online sweepstakes models. Washington lawmakers are debating SB 6137, which would allow college player prop bets despite national integrity concerns that have followed the continued expansion of legal sports betting.

Hawaii, still one of the few states without legalized gambling, is set to discuss SB 3281 aimed at cracking down on illegal electronic gambling devices. Alaska is revisiting mobile sports betting legalization through HB 145, proposing up to 10 licenses taxed at 20 percent. In South Dakota, SJR 504 could send online sports betting to voters, while Florida is considering stronger sports betting enforcement tools under S 1580.

Virginia’s House may also take up several Senate-passed measures covering iGaming expansion, casino development, daily fantasy sports regulation, and skill game oversight, reinforcing how quickly multi-product gaming markets are evolving.

At the federal level, courtroom battles could reshape how prediction markets regulation and gaming oversight are defined going forward. Kalshi continues its jurisdictional fight with Nevada regulators, while Coinbase is challenging Illinois officials over whether its event contracts qualify as federally regulated swaps or unlawful wagers under state law.

Meanwhile, prediction markets have surged ahead of Donald Trump’s State of the Union address, with millions traded on which words he might mention. It is another reminder of how quickly the lines between finance, politics, derivatives, and online gambling are starting to blend together.
